{"id":4258,"date":"2019-09-20T15:09:00","date_gmt":"2019-09-20T13:09:00","guid":{"rendered":"https:\/\/www.deligeo.fr\/?post_type=ressource&#038;p=4258"},"modified":"2026-03-10T11:49:30","modified_gmt":"2026-03-10T10:49:30","slug":"loi-de-transition-energetique-et-loi-dorientation-des-mobilites-vs-strategies-patrimoniales-et-prevision-des-emissions","status":"publish","type":"ressource","link":"https:\/\/www.deligeo.fr\/en\/ressource\/loi-de-transition-energetique-et-loi-dorientation-des-mobilites-vs-strategies-patrimoniales-et-prevision-des-emissions\/","title":{"rendered":"Loi de Transition Energ\u00e9tique et Loi d\u2019Orientation des Mobilit\u00e9s vs Strat\u00e9gies patrimoniales et Pr\u00e9vision des \u00e9missions"},"content":{"rendered":"\n<p>Les r\u00e9seaux de transports publics voient leur activit\u00e9 impact\u00e9e par plusieurs dispositions l\u00e9gislatives r\u00e9centes, relatives \u00e0 l\u2019environnement.<\/p>\n\n\n\n<p>L\u2019influence de ces lois sur les strat\u00e9gies patrimoniales est importante&nbsp;: organiser la transition \u00e9nerg\u00e9tique suppose de pr\u00e9voir une mutation importante du patrimoine de mat\u00e9riel roulant et d\u2019installations fixes.<\/p>\n\n\n\n<p>Deux dispositions de la loi du 17 ao\u00fbt 2015 relative \u00e0 la Transition \u00c9nerg\u00e9tique pour la Croissance Verte (loi TECV) nous int\u00e9ressent particuli\u00e8rement&nbsp;: l\u2019obligation d\u2019acqu\u00e9rir des v\u00e9hicules \u00e0 faibles \u00e9missions d\u2019une part, les Zones \u00e0 Circulation Restreinte (renomm\u00e9es Zones \u00e0 Faible Emission par la LOM, projet de Loi d\u2019Orientation des Mobilit\u00e9s) d\u2019autre part.<\/p>\n\n\n\n<p>Les ZCR\/ZFE ont pour objectif la r\u00e9duction locale des polluants, et en particulier les oxydes d\u2019azote et les particules. Pour plus de pr\u00e9cision, voir notamment l\u2019article de Nicolas Furmanek du&nbsp;<a href=\"https:\/\/www.linkedin.com\/company\/cerema\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cerema<\/a>&nbsp;:&nbsp;<a href=\"https:\/\/www.cerema.fr\/fr\/actualites\/zones-faible-emission-zfe-quoi-parle-t-exactement\" target=\"_blank\" rel=\"noreferrer noopener\">Lien<\/a>.<\/p>\n\n\n\n<p>L\u2019acquisition de bus \u00e0 faibles \u00e9missions doit se faire en parall\u00e8le, simplement pour permettre aux r\u00e9seaux de desservir les zones \u00e0 faibles \u00e9missions, puisque les restrictions leur sont aussi appliqu\u00e9es.<\/p>\n\n\n\n<p>Pour tenir compte de ces questions dans l\u2019\u00e9laboration de sc\u00e9narios d\u2019\u00e9volution des parcs de mat\u00e9riels par les Autorit\u00e9s Organisatrices de la Mobilit\u00e9 et leurs Op\u00e9rateurs, nous avons ajout\u00e9 le calcul des \u00e9missions dans un nouveau module de&nbsp;<a href=\"https:\/\/www.linkedin.com\/company\/18782459\/about\/\" target=\"_blank\" rel=\"noreferrer noopener\">tcoTrees<\/a>, qui sera pr\u00e9sent\u00e9 sur notre stand aux&nbsp;<a href=\"http:\/\/www.rencontres-transport-public.fr\/\" target=\"_blank\" rel=\"noreferrer noopener\">RNTP<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Projection d&#8217;\u00e9missions locales<\/h4>\n\n\n\n<p>Voici par exemple une projection d\u2019\u00e9missions locales pour un (petit) r\u00e9seau de 30 v\u00e9hicules standards&nbsp;:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"924\" height=\"461\" src=\"https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973498484.png\" alt=\"Aucun texte alternatif pour cette image\" class=\"wp-image-4259\" srcset=\"https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973498484.png 924w, https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973498484-480x239.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 924px, 100vw\" \/><\/figure>\n\n\n\n<p>Echelle&nbsp;: en kg d\u2019\u00e9missions. 6k = 6000 (kg), soit 6 tonnes.<\/p>\n\n\n\n<p>Le sc\u00e9nario de transition est&nbsp;:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>30 v\u00e9hicules gasoil, ayant commenc\u00e9 une mutation vers le gaz en 2017 (10 v\u00e9hicules rempla\u00e7ant des Euro3) et en pr\u00e9voyant 5 de plus en 2022 (rempla\u00e7ant une partie des Euro4)<\/li>\n\n\n\n<li>L\u2019id\u00e9e d\u2019un mix avec l\u2019\u00e9lectrique, amorc\u00e9 avec 5 v\u00e9hicules en 2022, puis 5 de plus en 2025, et 5 en 2030<\/li>\n\n\n\n<li>(Nous ne traitons pas ici la question des installations de fourniture d\u2019\u00e9nergie)<\/li>\n<\/ul>\n\n\n\n<p>Le parc de v\u00e9hicules \u00e9volue donc ainsi&nbsp;:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1384\" height=\"459\" src=\"https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973687312.png\" alt=\"Aucun texte alternatif pour cette image\" class=\"wp-image-4260\" srcset=\"https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973687312.png 1384w, https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973687312-1280x425.png 1280w, https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973687312-980x325.png 980w, https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973687312-480x159.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) and (max-width: 1280px) 1280px, (min-width: 1281px) 1384px, 100vw\" \/><\/figure>\n\n\n\n<p>Et si on regarde les \u00e9missions pour chaque technologie de v\u00e9hicules&nbsp;:<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1848\" height=\"906\" src=\"https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973700403.png\" alt=\"Aucun texte alternatif pour cette image\" class=\"wp-image-4262\" srcset=\"https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973700403.png 1848w, https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973700403-1280x628.png 1280w, https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973700403-980x480.png 980w, https:\/\/www.deligeo.fr\/wp-content\/uploads\/2026\/01\/1568973700403-480x235.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) and (max-width: 1280px) 1280px, (min-width: 1281px) 1848px, 100vw\" \/><\/figure>\n\n\n\n<p>On projette ainsi d\u00e8s le d\u00e9but de la transition \u00e9nerg\u00e9tique, une diminution des CO, Particules et Oxydes d\u2019Azote, et une hausse des COV.<\/p>\n\n\n\n<p>Il s\u2019agit bien des \u00e9missions locales, c\u2019est-\u00e0-dire que ces projections ne tiennent pas compte des \u00e9missions lors de la production des v\u00e9hicules eux-m\u00eames, ni de leur batterie dans le cas de l\u2019\u00e9lectrique. Pas non plus les \u00e9missions li\u00e9es \u00e0 la production de l\u2019\u00e9lectricit\u00e9. Et nous n\u2019abordons pas le sujet du CO2, non directement polluant mais clairement un gaz \u00e0 effet de serre.<\/p>\n\n\n\n<p>Ce choix n\u2019est pas li\u00e9 \u00e0 une limitation de l\u2019outil, mais au temps que nous prenons pour choisir les meilleures sources de donn\u00e9es.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Quelles sont les sources de ces premi\u00e8res projections&nbsp;?<\/h4>\n\n\n\n<p>tcoTrees est un logiciel de projection et de suivi de co\u00fbt de possession, et nous travaillons habituellement sur les co\u00fbts de maintenance courante, de r\u00e9novation et de renouvellements, ainsi que sur les moyens n\u00e9cessaires \u00e0 ces activit\u00e9s.<\/p>\n\n\n\n<p>En conservant l\u2019esprit de tcoTrees (projeter pour comprendre et prendre des d\u00e9cisions), nous avons int\u00e9gr\u00e9 les \u00e9missions de polluants sous une forme ais\u00e9ment utilisable.<\/p>\n\n\n\n<p>Pour cela nous avons \u00e9tudi\u00e9 &#8211; au moins une grande partie de&nbsp;J &#8211; la documentation disponible.
